Please Create an Account on Your Xbox Console Before Continuing
Hi there,
The only way for purchased games to be played on a console without the purchasing account being logged in is the games have to be played on the purchasing account's home console.
While logged into the console with the purchasing account check to make sure it's the account's home console: On the dashboard > Scroll left from Home to open the guide. Select Settings > All Settings > Personalization > My home Xbox.

Just a note about the home console thing - you can only change your home console a few times a year (3 if I remember correctly).

Is it not just easier for you to use 1 console (and just to using that console) and your brother uses the other ?

We have the same problem. eg. I purchased Overwatch, my son purchased Destiny. That didn't matter when we had one Xbox. Now he has his own Xbox. I really purchased all the content bc it was my credit card...
For this solution to work...the person who purchased all the content has to make his home Xbox the one his brother plays with. Then when he signs in with his Xbox, he gets to play the game because he purchased the content. When his brother signs in, his brother gets to play the content because Xbox live sees that this Xbox belongs to the person who purchased the content.
